Getting an Amp involves earning standing with The Quills or Vox Solaris factions. Then, you can purchase blueprints for Amp parts, craft them, and assemble your Amp.
To get an Amp in Warframe, you need to visit The Quills or Little Duck in Fortuna. Complete quests to gain standing and buy Amp parts from them. Build those parts in your foundry, and then assemble the Amp at the appropriate location.
