I remember grinding for hours, but finally getting Angel V3 was worth it! You just need to defeat 50 enemies after talking to Arowe with Angel V2 unlocked.
You can unlock Angel V3 by first unlocking Angel V2, then talking to the NPC Arowe in the Second Sea. You'll need to defeat a specific number of enemies, then return to Arowe to get the upgrade.
