Make sure you've actually downloaded the Happy Home Paradise DLC after purchasing it. Sometimes it's easy to buy it but forget to download. After the purchase, go to the Nintendo eShop, find Happy Home Paradise under your purchased content, and initiate the download. Once installed, launch Animal Crossing: New Horizons, and you should get a prompt from Tom Nook about the new DLC content!
I had the same issue! Make sure your Nintendo account is set to the correct region. I changed mine and boom, the DLC worked like magic.
Just to confirm, you did buy the DLC, right? Happens to the best of us where we think we've purchased something and... oops, actually didn't.
