Easiest way? Go jungle spelunking! Anklet of the Wind is found in the Jungle biome, specifically inside Jungle Shrines or Ivy Chests. These shrines are scattered around the jungle, usually semi-hidden. Bring some Spelunker Potions to make your life easier spotting those chests!

Just farm the jungle, it's not that hard. I think people overcomplicate things. Plus, you get to fight bees!
