Easy peasy! Just click on the green 'Add Sim' icon at the bottom of the screen when you're in a house and choose 'Add Sim'.

First, make sure you've got enough Simoleons. Then, head to the town map, tap on the empty lot, and build a new house to get another Sim.

Okay so I always do it this way: build a new house, then when it's done, simply move your new Sim in. Voila!

Build a house on an empty lot, and then use the Sim Tracker to add a new Sim to your town. Or, just check if the 'Add Sim' option is available in the character menu!
