On a personal note, battling Arlo is where I found my first shiny Shadow Pokémon! So gather those Mysterious Components, assemble a Rocket Radar, and go get him!

To encounter Arlo, you'll need a Rocket Radar. You get one by collecting 6 Mysterious Components from defeating Team GO Rocket Grunts. Once you have the Rocket Radar, use it to track down Arlo at a nearby PokéStop!
