Honestly, I didn't even try, and the guy just showed up. Had a musket from a Shadow Orb, and poof, there he was, ready to sell me more firepower.

To invite the Arms Dealer to move in, you just gotta show him the money... in the form of bullets, sort of. Get any type of firearm in your inventory, like a flintlock pistol or a musket that drops from breaking shadow orbs. Also, make sure you've got a vacant house for him to chill in. He's all about those guns, so as soon as you have one, he'll be keen to visit your world.
