Easiest way? Find a Pay 'n' Spray. The cops completely lose track of you once you get your ride a fresh paint job. Works like a charm every time. If you're not near one, just keep changing cars and avoid the main roads. Also, alleyways and backroads are your friend. Keep an eye on that wanted level!

Just go off-road, dude. The police AI in San Andreas struggles with the rough terrain, so hit the hills or the countryside. Not only do you get a scenic escape route, but you also ditch the cops easier.

Paint job, always. Pay 'n' Spray is the ultimate cop evasion technique. Just make sure you aren't in their direct line of sight when you slip in, or they'll drag you right back out.

Honestly, just jump in any body of water and start swimming. Police can't swim, so you're basically untouchable once you're a few strokes away from the shore.
