You can get axes by cutting down trees and bushes to clear your land, or sometimes they pop up randomly in treasure chests and mystery boxes on your farm. Also, check the Roadside Shop for neighbors selling them!

Trade with other players or buy axes from the Roadside Shop. Sometimes, you get lucky and find them in mystery boxes and treasure chests.
