Easiest way? Military grade duct tape and military ammo bags. Check out Camp McClintock or any of the military camps. Fort Defiance is also a goldmine for this rare material. Just be ready to face some resistance; those places aren't exactly unguarded.

Just buy it from a vendor if you're swimming in Caps. Sometimes ain't nobody got time to scavenge through the wasteland.

Honestly, just scrap everything you can find that looks military. And keep an eye on the market - sometimes other players sell ballistic fiber or its components at a decent price.

I run a daily route through the Brotherhood of Steel camps to stock up. If you're not into farming, trading with other players is the way to go. Some are sitting on stacks of ballistic fiber and might not even realize its value.
