How to get ballistic weave in Fallout 4 without joining the Railroad
Sadly, you can't unlock ballistic weave without at least briefly joining the Railroad. You'll need to progress their questline until P.A.M. gives you the Jackpot missions. After completing a couple of those, Tinker Tom will teach you the ballistic weave mod. No need to fully commit to the Railroad, though; just enough to grab that sweet, sweet mod.

Nope, gotta side with the Railroad, at least for a bit. It's like wanting to bake a cake but not wanting to mix the ingredients. Just dip your toes into the Railroad, do what's needed, and then you're free to roam with your new weaving skills!
Actually, there's a mod for that. If you're on PC, look up mods that unlock ballistic weave without the Railroad. Not exactly the vanilla way, but when has that ever stopped us?
Can't be done, full stop. The weave's locked behind the Railroad's quests. So, guess you're joining the cause, comrade!
