To nab yourself a Balloon Pufferfish in Terraria, you're gonna want to get good at fishing. It's all about fishing in the sky lakes or floating lakes. Make sure you're in a hardmode world 'cause this puffy buddy won't show up otherwise. Cast your line and with a bit of luck, you'll reel in a Balloon Pufferfish. Get ready for some serious patience though; it might take a few tries!

I actually got the Balloon Pufferfish on my first try at a sky lake! It's all about that patience and making sure you're fishing in the right place. Hardmode sky lakes are your go-to. Keep at it, and you'll get that floaty fish in no time.
