You can find Baraka in Mortal Kombat XL by playing through the Story Mode, but you can't play as him directly. Bummer, right?

You can't unlock Baraka as a playable character in Mortal Kombat XL but try using his moves with Triborg in Kombat Pack 2!

Unfortunately, Baraka isn't a playable character in Mortal Kombat XL. You can fight against him, but that's about it.
