I unlocked the basement by maxing out all the upgrades on my base first. Only then did the option pop up - cost me $100,000 Cash. Worth every penny!
To unlock the basement in Clone Tycoon 2, you'll first need to fully upgrade your main base. After that, an option to buy the basement for $100,000 Cash will appear in the build menu. Enjoy your new underground lair!
