You can buy berry seeds from other players too, usually for quite a few Coins. Check the in-game chat for trades!

Berry seeds drop when you harvest berry bushes, but it's all RNG. Just keep harvesting those bushes and hope for the best.

You can get berry seeds from harvesting berries off of wild berry bushes that you find growing on your island. Just keep at it, and you'll get seeds eventually!
