To upgrade the Chatterbox, you need to look for Hyena caches in the open world and get the necessary parts. Once you have all the parts, head to the crafting bench in the Base of Operations and craft the upgrade!
Upgrade? Just play the game and you'll eventually get the drops you need from those Hyena caches.
I upgraded my Chatterbox by focusing on Hyena strongholds and missions. After gathering all the parts, I crafted it at the Base of Operations.
