Another way to get blueprints is by farming Control Points on Hard or Challenging difficulty. Look out for the loot caches!
Complete side missions and main missions, especially those labeled with blueprint rewards. It's a grind but totally worth it.
Honestly, just focus on the projects and side missions. That's the most reliable way.
Buy blueprints from vendors too! Sometimes they sell them for Credits. Keep an eye on their inventory.
