Just make sure you promote a leader and finish their missions. You'll get a boon tied to their leadership style once you complete their final quest!
Complete legacy missions! Finish the game with a leader (sheriff, warlord, builder, trader) to unlock their specific boon for future playthroughs.
I finished with a builder leader and got the 'Amenities' boon. Totally worth it! Now I always start with free electricity and water.
For real, complete the story missions with any of the leaders. It's that easy!
