To get Brewster in ACNL, you need to unlock the Roost café, which isn't available from the start. First, you gotta donate at least 50 items to the museum across the various categories (bugs, fish, paintings, and fossils), but make sure at least one item from each category is in there. After that, talk to Blathers on a day where you haven't donated anything yet, and he'll suggest building a café. Then, head over to the town hall, chat with Isabelle, and voila, you'll have the option to fund the café as a public works project. Get those bells ready!
