You can get Broken War by defeating the Stalker and picking up the Broken War Blueprint! Just chase him down and hope he drops it. Good luck, Tenno!
Farm the Shadow Stalker in missions after completing the quest 'The Second Dream.' He has a chance to drop the Broken War and its blueprint.
