I finished the main campaign and Callie appeared at the Octo Canyon hub, hanging out with Marie. So glad to have her back!

You can't 'get' Callie like other unlockables, she's more of a story reward!

To get Callie in Splatoon 2, you gotta finish the main story mode! Beat all the stages and take down the final boss, and you'll find Callie in Tentakeel Outpost afterward.
