don't forget you can just loot fallen enemies' camps and old kitchens. Lots of ceramics there if you're not into buying or scavenging civilized areas.

Just buy shipments of ceramic from traders if you're too lazy to hunt for coffee cups. Trudy, at Drumlin Diner, and Connie Abernathy, at Abernathy Farm, sell them. It's the quickest way if you've got the caps.
