You can't get the Cerberus without the Arena Workshop. Buy that first, then the Cerberus is just a few clicks away on the Arena War site. Easy peasy.

To get your hands on the Cerberus in GTA 5, first thing's first, you need to own the Arena Workshop. This beast isn't just roaming the streets waiting for you!
