You gotta complete a Genocide run! Wipe out every enemy in every area and you'll get a special visit from Chara at the end.
Ummm, you really don't 'get' Chara in the usual sense. They're tied to completing a Genocide run and, trust me, it gets dark fast.
Just do a Genocide run. I did it once, and the atmosphere changes completely! Chara will show up once you've defeated every monster.
