Check out local Pokémon GO raids for a chance to catch Charizard directly. They appear in 4-star raids sometimes. Also, Charmander is often featured during events, making it easier to catch and evolve.

I've found Charizard in raids, but it's much more satisfying to evolve it from a Charmander. Plus, keeping your candy count high means you can power it up once evolved!
