How to Unlock Clans in The Division 2
You need to progress through the main campaign until you recruit Grace Larson from the Theater Settlement. Once she's at the Base of Operations, you can unlock clans!

It's super simple: just progress in the main story, recruit Grace Larson from the Theater Settlement, and then you can create or join clans!
Just keep playing through the main missions. Eventually, you'll meet Grace Larson at the Theater Settlement. Bring her back to your Base, and voila, clans unlocked!
Reach level 2 and recruit Grace Larson from the Theater Settlement. She will unlock the Clan feature for you.
