Just USB it! Transfer your clips to a USB drive on your PS4, then plug it into your computer and move the files to your phone. Classic, but it works.

Honestly, my go-to is uploading the clips to Twitter, setting the privacy to 'only me', and then downloading them from Twitter on my phone. Fast and simple!
