You can retrieve your confiscated items from the security offices or command centers of the faction that seized them. Look for a terminal or contact the security personnel there!
Try completing a mission for the faction that took your stuff鈥攖hey might be grateful enough to return it. That's worked for me a time or two!
Confiscated items are usually stored in secure lockers. Find the local security office and... 'borrow' a keycard!
