Getting a cop car in GTA Online is like snagging candy from a baby - if the baby were a heavily armed police officer. Simply find a police car, which usually hangs around police stations or responds to crimes you commit. Commit a minor crime, wait for the cops to show up, and then steal their car when they're busy dealing with the chaos you've created. Remember, though, you can't keep it as a personal vehicle or customize it, but hey, joyrides in Los Santos are still fun!

Honestly, why bother? It's a lot of hassle for a car you can't even customize. Plus, driving it around gets the cops on you quicker than you can say 'Grand Theft Auto'. Stick to a sports car.
