You need to talk to the Cyborg NPC at the Junkyard with a Fist of Darkness and a Core Brain to get Cyborg race. Then for V3, go to the Green Zone and complete Arowe's quest.

First, you gotta get the Cyborg race by obtaining a Fist of Darkness and a Core Brain, then find the Cyborg NPC at the Junkyard. For V3, complete Arowe's quest at the Green Zone. Easy peasy!
