Just fish in the sky, dude. Daytime, Sky Lake, have a fishing rod and bait. That's it.
I spent HOURS trying to get that darn Damselfish for a quest. Finally caught it in a Sky Lake. Make sure it's day though, or you'll be fishing up everything but what you need.
Isn't Sky Lakes fishing just for hardcore Terraria players? I got my adrenaline rush just building my sky fortress. Never bothered with fishing up there.
