To get delivery in Restaurant Tycoon 2, first, upgrade your restaurant to at least level 2. Then, you can unlock the delivery feature in the upgrades menu. Delivery drivers will then start bringing food to your customers!
From my experience, you just need to hit level 2, go to the upgrades menu, and boom, delivery is available. Simple as that.
