For the Cyclops, first fabricate the mk1 depth module, then upgrade it to mk2 at the modification station. You'll need 1 plasteel ingot, 3 rubies, and the mk1 depth module.

For the Seamoth, you need to find the vehicle upgrade console fragment and then craft it at the modification station. The ingredients are 2 magnetite and a plasteel ingot.

Don't forget you need the mk1 module first! Then you just gather some rubies and a plasteel ingot and you're good to go.
