Getting Dev Sets in Terraria is pretty much a matter of luck. You gotta beat bosses and collect Treasure Bags in Expert or Master Mode. The Dev Sets drop randomly from these Treasure Bags. Each set is themed after a Terraria developer, so it's super cool and pretty rare. Remember, no Treasure Bags, no Dev Sets!
