Getting developer items in Terraria is a bit of a lucky draw. You gotta defeat hardmode bosses to get Treasure Bags in expert mode or master mode. These bags have a small chance of dropping developer items, so keep grinding those bosses!

I once got a developer's wings after defeating the Moon Lord like a zillion times. It's all about persistence. Keep at those bosses, and eventually, you'll see those sweet, sweet dev items.
