In Subnautica, enable developer mode by pressing F3, then F8, and unchecking 'Disable Console.' Press F3 again, then ENTER to open the console.

First, start Subnautica and press F3 on your keyboard. This will bring up a small menu in the upper left. Next, press F8 to unlock your mouse, so you can uncheck the “Disable Console” option. After that, close the menu by pressing F3 again. Now you can press ENTER or ` (the tilde key) to open the console and input various commands!

I’ve done this myself: open Subnautica, hit F3, then F8 to unlock the cursor, uncheck 'Disable Console.' Then F3 again and ENTER or ` to use console.
