For different outfit colors, you'll need to purchase skins using G-Coins in the in-game store or unlock them through crates.

You can change the crosshair and hit effect colors in PUBG Mobile by going to the 'Settings' > 'Basic' > 'Graphics' and selecting your preferred colors. Easy peasy!
