To get the dye trader to show up in Terraria, all you gotta do is snag yourself a dye ingredient or have a dye vat in your inventory. The most straightforward way is to find a strange plant - they're these funky, colorful plants scattered all over your world. Once you have one of these or the dye vat, make sure you also have a house ready for the dye trader to move into, and boom, he'll pop by to check out your dye game.
Honestly, the dye trader isn't even that essential unless you're really into customizing your gear's colors. But if you want him, just get a strange plant.
