You need to catch a Tynamo and evolve it twice. First, evolve Tynamo into Eelektrik using 25 Tynamo candies, and then evolve Eelektrik into Eelektross using 100 more candies and a Unova Stone!

From experience, focus on getting Tynamos during events or through eggs. The candies and Unova Stone might take a bit, but totally worth it!
