Eevee is on the rooftop of the Celadon Mansion. Climb the stairs in the Celadon Mansion (the building next to the Pokémon Center) to find it. Trust me, it's worth the trek!

You can get Eevee in Pokémon Fire Red by going to Celadon City. Enter the building next to the Pokémon Center and take the stairs all the way to the top floor. Once there, head through the door leading out to the roof, and you’ll find Eevee waiting for you in a Poké Ball!
