Just go to Silvent City and find the Pokémon Lab by the PokéCenter. Inside there's a scientist who will give you Eevee. Easy peasy!

In Pokémon Brick Bronze, you can get Eevee by visiting the Pokémon Lab in Silvent City. Just head to the building to the right of the PokéCenter and talk to the scientist inside.
