The quickest way I found is to keep joining new sessions from the pause menu until you land in an empty one. It might take a few tries, but it's less hassle than tinkering with network settings.

Getting an empty lobby in GTA 5 on PS5 is easier than you might think! Just go to your PS5's network settings and set up a custom MTU size. Change it to something around 800. This usually does the trick because it makes your network connection 'less desirable' for matchmaking, leading you into a solo public session. Just remember to change it back for normal internet use or playing with friends!
