To snag the fancy Enclave Plasma Rifle in Fallout 76, you gotta join the Enclave first. Head over to the Whitespring Resort, follow the questline starting with 'Bunker Buster.' After you're in the club, access the Armory within the Whitespring Bunker. Here, you can purchase the plans for the Enclave Plasma Rifle or even find the rifle itself for sale. Remember, you need Caps, and lots of 'em, so start saving up!

Luck's a big factor here. I got mine by sheer chance from an event reward in the Enclave events. Keep participating in those, and who knows? The Plasma Rifle might just drop into your lap.
Just buy it from another player. Seriously, if you're not into grinding quests and hoarding Caps, check out player vendors. Some high-level players sell rare plans and weapons. Might cost you a pretty penny, but it saves a ton of time.
Do the quests, but don't forget about daily missions and events in the Enclave area. More chances to get your hands on that rifle or the plans!
