I went through the pacifist route and when I got to Mettaton, he transformed into Mettaton EX. Keep being nice!

It's simple! You just need to reach the point in the game where Mettaton transforms into Mettaton EX, usually on the pacifist route.

You can't really 'get' EX in Undertale. It's just a transformation of Mettaton you see in the pacifist run.
