Make sure you've got the latest version of Games for Windows Live installed; even though it's older than the hills, Fallout 3 kinda relies on it. Also, tinkering with compatibility modes can help. Honestly, just mod it. The Fallout modding community has a bunch of patches that fix these issues faster than you can say 'Nuka-Cola.' Check out the Fallout 3 unofficial patch on any major modding site.
Why bother? Newer Fallout games run without doing backflips. Just play those.
Just run it in compatibility mode for Windows XP and install Games for Windows Live. Works like a charm.
