I've had this problem before! What worked for me was going into my firewall and manually allowing Warframe.exe through both public and private networks. It's a bit of a hassle, but it definitely works.
Quick fix: Disable your firewall temporarily while playing Warframe. Just don't forget to turn it back on afterwards for security!
