You'll need to complete the Frieza Saga in the main story mode first. After that, speak to an NPC at the recreation plaza, and voil脿, you can fly around Conton City!

I remember being stuck on this too! Once you finish up with the Frieza Saga in the main story, head to the recreation plaza. There, you'll find an NPC who'll grant your flight license.
