You can get fragments by defeating Sea Beasts! They spawn in the second and third seas, and each drop a chunk of fragments when defeated.

Try completing daily quests from NPCs in the third sea. Some quests reward fragments directly, no raid required!

Honestly, your best bet is defeating bosses in the third sea. They drop fragments too, just not as many as a full raid might.
