Getting the Frog Flipper in Terraria is pretty straightforward but requires a bit of legwork. First things first, you gotta catch yourself a Frog. You can find these hoppy little fellas in the Jungle biome—they like rain, so that's your best shot at finding them. Then, craft yourself a Bug Net from the Merchant if you don't have one already to catch the frog. Once you have your Frog, head over to the Witch Doctor at night. Make sure he's in the Jungle biome, or he won't sell you the Frog Flipper. It'll set you back 20 gold, but hey, the ability to swim in water like a pro? Priceless.

lol just buy it from the Witch Doctor at night, make sure he's chilling in the Jungle though.

Umm, actually, you can't 'get' a Frog Flipper per se. You buy it from the Witch Doctor in the Jungle at night. Caught a frog once thinking I could craft it. Nope, just had a frog buddy for a bit.
