Alt + Enter usually works to toggle fullscreen mode on most games, including Undertale. Give that a try!
In the game, just hit F4 for fullscreen. If that doesn't work, you might want to check your graphics settings or update your drivers.
Why would you even want to go fullscreen? The windowed mode is kinda cozy, don't ya think?
